The International Atomic Energy Agency said the undeclared reactor built under Bashar Assad had features highly efficient for producing fissile material usable in nuclear weapons. Inspectors also verified about 73 metric tons of previously hidden natural uranium metal. The material is now under IAEA safeguards.
