Federal prosecutors charged 18-year-old Sheikhdoon Abdullahi Mohamud with receiving a firearm and ammunition to commit a federal terrorism crime. They allege that he planned an ISIS-inspired mass shooting at the Mall of America on October 24. The FBI arrested Mohamud on October 6 after an undercover transaction involving an inert rifle. He made his initial court appearance October 7. The allegations have not been adjudicated.

Russian missile and drone attacks across Ukraine killed at least 28 people and injured about 100, according to a late update from Ukraine’s interior minister. The largest reported loss was in Pryluky, where a missile destroyed a residential building. Ukrainian officials also reported damage to energy and industrial facilities. Russia said it targeted military-industrial sites.
